Health Benefits for Active Employees

Eligible employees and dependents can enroll in a HealthSelect of Texas ® health plan. See below for more information about each plan.

Health Plan Premiums

The State of Texas currently pays 100% of the health plan premium for eligible full-time employees and 50% of the premium for their eligible dependents. Eligible part-time employees get a 50% state contribution for themselves and 25% for their dependents. Employees pay the remainder of the premium by paycheck deduction before taxes are withheld.

IMPORTANT NOTICE ABOUT INSURANCE: Health and other insurance benefits for employees and retirees are subject to change based on available state funding. The Texas Legislature determines the level of funding for such benefits and has no continuing obligation to provide those benefits beyond each fiscal year.

HealthSelect of Texas ®

A network-based point-of-service plan available statewide, administered by Blue Cross and Blue Shield of Texas. You choose a primary care provider (PCP) and get referrals for specialists. HealthSelect of Texas includes comprehensive prescription drug coverage administered by Express Scripts.

Consumer Directed HealthSelect SM

A network-based, high-deductible preferred provider organization (PPO) plan available statewide, administered by Blue Cross and Blue Shield of Texas. The program includes comprehensive prescription drug coverage through the HealthSelect Prescription Drug Program, administered by Express Scripts. The state makes monthly contributions to an eligible member’s health savings account (HSA).

HealthSelect SM Out-of-State

A network-based PPO plan administered by Blue Cross and Blue Shield of Texas available only to participants who live or work outside Texas. The program includes comprehensive prescription drug coverage administered by Express Scripts.

Texas law authorizes ERS to charge a premium to any person enrolled in a Texas Employees Group Benefits Program (GBP) health plan who uses tobacco products, including e-cigarettes and vaping products. Read about ERS’ tobacco policy.
